Saimoe second prelim 7/27
Because it's not a day on the Ego's Nest without a Saimoe post. ;p
Rules change a bit for the second prelim. These are the characters that came in 9th through 32nd in the first prelim. You can vote for up to six, and the top sixteen of the forty-eight (forty-nine, for a couple rounds... there were some ties) will advance to the main tourney. Nine total days of voting, to give us another 144 characters to add to the 144 that made it in already.
Picking winners among these will be tough, simply because the relative performance band has narrowed so much (and because it's difficult to predict where secondary votes will go - people show up to vote for one or two characters they really like, then toss in a few more that they like a little just to fill up the ballot.) Looking at relative performance from the first round, we can expect Pachira from Magical Pokan, Akira from Aria, and Barasuishou from Rozen to do well - they all came in 9th or 10th in their first prelim round.
After that, it's a toss-up between Balalaika from Black Lagoon (not moe at all, but somewhat awesome), Carim from StrikerS (slight nun moe, but do we really need more of these?), Ama from Shuffle, Megu from Rozen (sickly moe, emo moe, Suigintou halo moe), the Red Loli from Saint October, and Nadie from El Caldazor de la Bruja. I personally like Saki from Genshiken, but she ain't gonna make it.

what do you think of the idea of shorten the prelim. drop the 2nd prelim and shorten the first to 12 rounds and advance the top 24 of each round. That would still give 288 characters total but save about 17 days.

Dunno, though. That means you're advancing the top 24 out of over 200 per round; I have trouble mentally parsing the lists of 150, so increasing that number would really mess with me.
I do like the second prelims, though, because it gives people a chance to organize behind a character; it doesn't take all that many votes to get out of a second prelim round, so an aggressive campaigning effort would definitely put most characters into the win column. But it's a little more focused, so people aren't asking "hey, why am I considering voting for this obscure character when moebombs 1-10 are in the round?"
That doesn't mean that character will go on to eventual victory, but it might give enough of a base to get a character into the second round...

Xellos, I think you're missing the point. The purpose of this is to drive traffic to the site which is doing it.
Shortening the process is a negative, not a positive.

Xellos hit the nail on the head. Holding the tournament over the course of several months, and using that time to promote activity on the site is one of the main stated reasons of the tournament.
Another reason is to give people an opportunity to promote characters they love. Having the long prelims and more focus on secondary characters causes people to go, "Man, I've never heard of character X but she's really popular" or, "I watched one episode of this show and didn't really get into it, but a lot of people seem to really like it. Maybe I should check it out."
I watched Rozen Maiden largely as a result of all the attention it got in SaiMoe2005, and last year decided to check out MagiPoka and Utawarerumono as a result of SaiMoe exposure. All three of those are shows I enjoyed a great deal, especially MagiPoka, and I probably would'nt have given them a second thought if I wasn't following the tournament.

While her quest for bigger breasts is certain indear her to Japanese males (well, all males in fact), I also think Pachira is getting a major boost from sharing a seiyuu with Suzumiya Haruhi.
